The easiest way to get a photo 3 cm tall by 2.5cm wide is to print it yourself. It doesn't have to be of fantastic quality.

Take a digital photo of yourself, then print it out, adjusting its size as necessary on your computer.

You can even photocopy your picture on your driver's license and reduce it on the photocopier till it's roughly the right size.

As a last resort, there are plenty of automated photobooths in Paris, at metro and train stations, which for 4€/person, will print out photos of the correct size. Train station ticket booths often have scissors handy, but not always, for cutting the 4 photos up to the proper size.
