All the talk about CDG not selling the Navigo Decouverte cards anymore has confused me. I already have a physical Navigo Decouverte card from my last trip to Paris a couple years ago. Can I load a NEW MONTHLY PASS onto it anywhere within CDG airport? If yes, do I do it at the Billets office in Terminal 2, or do I have to do it at the RER office within the train station?

Yes you can load a Navigo Monthly fare onto your existing Navigo Decouverte card (assuming the card is not more than 10 years old) at CDG Airport or any Metro/RER/Transilien train station, at ticket windows or ticket vending machines with a Navigo reader.
At CDG Airport Terminal 2 train station, you would reload your Navigo at the Billets Paris et Ile-de-France ticket office (see that link for photos). (Not the Grandes Lignes office for TGV trains.)
At CDG Airport Terminal 1 / 3 train station, you would reload your Navigo card at the ticket window or the ticket vending machines.
