We're arriving at CDG on Monday morning, April 27th and would like to buy Navigo Decouverte since we'll be in Paris for one week. We even had passport size photos taken to affix to the card. Now I've read they don't sell them anywhere at CDG. Our hotel is in the Latin Quarter near the RER-B stop so it seemed like a perfect plan. I do not want to use my phone for Navigo pass - we want the actual pass. Do we need to buy an additional RER-B ticket from DCG to Notre Dame for Monday Morning and then purchase the Navigo Decouverte in the city? Would they refund the cost of the extra train ticket when we buy the Navigo Decouverte later that day since it was extra? Where would we go to buy the pass if it's not available at CDG? Thank you.

Yes, the CDG airport train stations have stopped selling new Navigo Decouverte cards due to the time it took to serve these customers vs. simple ticket sales. It's unfortunate, but not much we can do about this decision.
Buying a single-use Paris Airports Train Ticket to use on RER B train to Paris would be required to ride the RER B CDG-Paris train without a Navigo Week pass. If you're really keen, there are regular city buses (Paris Bus 350 / 351) that travel from CDG to NE Paris frequented by some airport employees that is inexpensive, but not well-adapted for luggage.
RATP/Transilien will not refund the purchase of a Paris Airports Train Ticket due to CDG Airport train stations not selling Navigo cards any longer.
Near the Latin Quarter I think the RER B / RER C station at Saint Michel Notre Dame station might be the closest best bet for buying a new Navigo Decouverte card. But, you can check any Paris Metro/RER station ticket window closer to your lodging in the area for Navigo Decouverte card sales to see if they have any new cards available.
