We are travelling from Wednesday to Wednesday (2 weeks) and wish to purchase a pass at the least expense. Do we need to be residents of Paris to get a monthly Navigo Pass? How long would it take to get one mailed to Canada?

You cannot buy a Navigo pass online unless you are a resident of France. Navigo Découverte passes for visitors must be purchased in person and can be loaded with a month pass just like the weekly pass.
Note you can only purchase Navigo with a monthly pass until the 19th of the month. After the 19th day of the month, the Navigo monthly pass is only valid for the following month, not the current month.
