If I arrive Sunday at CDG can I buy a Passe Navigo and add a Navigo Jour to it to cover the Sunday and travel from Cdg and then the rest of the pass takes over on Monday

Yes that plan works perfectly, Navigo Day Pass & Navigo Week Pass on the same Navigo Decouverte card, bought at the same time at CDG. The Navigo Jour will cover your CDG - Paris travel on Sunday (plus anything else until midnight 00:00), then the Navigo week pass will cover you from Monday (00:01) till Sunday midnight.
