Do I activate my France rail pass at a ticket office on level 2? If so, which ticket office on that level? Is that the same level for the TGV trains?

My guess is yes it would be the Reservations Grandes Lignes office in Gare Montparnasse (shown on the map as such), which is on the same level as the Grandes Lignes trains (TGV, Intercities, etc.).
