I wonder if I can set up account once, activate it on two different phones and this way use Metro-Train tickets from one pool of tickets?

I don't believe this is possible. The fares are stored in a secure area of phone storage, in a physical sense. You can use these fares without Internet/data connection and even after running out of phone battery on iPhones (within a time limit / reserve battery power limit after your phone shuts down). So, these tickets are not associated with a phone number / account / pool, but, rather loaded onto a physical devices. Having tickets on two devices means you have two different separate, purchased tickets.
