There's no planned extended hours for TER trains during the Olympics that have been posted.
Note that RER D trains also travel to Chantilly Gouvieux station (on their way to terminus of "Creil"). So this may be another option for you to get from Gare du Nord to Chantilly.
Currently there's RER D railworks going on after 10:30pm at night, so that's messing with the current schedules. These railworks are planned to complete by end of March. Afterwards the RER D schedules should return to normal.
Check the intineraries on https://transilien.com from April onwards for Gare du Nord to Chantilly-Gouvieux to get an idea of the latest trains that might work for you. (Currently you can't search for itineraries beyond March.)
