How to get a refund

We arrived in Paris last Thursday the 5th of December.  We purchased two Paris Navigo Decouverte Passes.  We were able to use them to ride from CDG airport into town, but soon learned the strike had closed most all the Metro stations for rest of our stay.  Why would the agent have sold us a week pass if they knew you were on strike?  We tried to get a refund or at least a partial refund when we left yesterday but were given the run a round and sent to an area where there was no attendant. We essentially paid double (22.80 Euros) what it normally cost to ride the RER to town.
