Does this mean the weekly pass cannot be used for trains to the airport?

It's very confusing wording. TGV (high speed) trains that go direct to the airport from Disneyland Paris (for example) are not included.
RER B train (to CDG Airport) and Metro 14 train (to Orly airport) are both included on Navigo Week pass / ticket / fare. This is noted directly on the RATP website here.
Si vous avez un forfait Navigo (Semaine, Mois, Annuel), en fonction des zones choisies, l’accès aux aéroports est inclus.
If you have a Navigo fare (week, month or yearly), depending on zones chosen, access to airports is included. (You can choose to have less zones on your Navigo, but by default it has all 1-5 zones included.)
