a bit more details,I live in Lithuania when I tred to create a new account it came out a warning"We are sorry, this service is not available" so I decided to use a French VPN,that way it was possible to try creating so first step name and surname ok,then second step email and password OK third step requiring mobile number but needed to be a French one so a compulsory block of process
doing as you suggested via private session,nothing changes
any more suggestions?

Hmmm, yup, I confirm that I'm getting the same message when outside of France. I wonder if this is a temporary technical issue on their side. Which wouldn't be surprising considering the massive changes they implemented on the 1st of January.
I previously did create an Ile de France Mobilites account outside of the EU (this past July), which is the reason why I think this issue is perhaps temporary.
Oh actually, I found a page (French only) on their "Aides et Contacts" section of their website which notes you now need a mobile number during the creation of an account (for SMS verification), which was updated 4 days ago here: https://www.iledefrance-mobilites.fr/aide-et-contacts/iledefrance-mobilites-connect/comment-creer-mon-compte
If you're keen to investigate why people outside of France are not allowed to create an account for the moment, they have a contact form where you can write to Ile de France Mobilités about this problem here:
