Once you have your travel card, you may then purchase your Pass online, on the Transilien ticket machines, or go to an SNCF Transilien, or RATP sales office, or to one of the "comptoir-club" offices in Paris or in the Paris region, where you can get it right away.

The Navigo Decouverte still requires a photo according to Navigo.fr the organization which manages the cards.
The RATP site doesn't go into detail about the Navigo Decouverte card for some reason.
