With the strike, what is the fastest (and separately cheapest) way to get from Gare du Nord to Notre Dame not during rush hour?

If I take the RER-B to Gare Du Nord in the middle of the day, how do I proceed into "downtown" Paris from there?

Paris Metro line 4 connects Gare du Nord to Cité station which is right at Notre Dame cathedral.  It's the fastest way and is currently running during the Paris train strikes.
