Hi we will be arriving at Paris Gare Du Nord from Amsterdam on 22:37, just wondering if the ticket office is still open to buy the Navigo Decouverte Pass (week pass)? If not is there anywhere I can buy it before Thursday midnight?

The Transilien train ticket offices in Gare du Nord closes at 21:30 for Navigo pass sales but the RER & Metro ticket windows should be open later and should also sell Navigo passes. I'll double check in person in a few days when I'm at station to verify and respond again.
Gare du Nord has a Metro ticket window one level down from the surface level trains (such as Thalys from Amsterdam) that is right in front of the Metro line 4 entrance gates. This Metro ticket window stays open until 01:00 a.m. in the morning, but, it often runs out of Navigo Decouverte cards. (Today at 2 p.m. they didn't have Navigo cards for sale.) If this happens the only thing you can do is try a different ticket window at a nearby station, such as Gare de l'Est (about 8 minute walk).
