Unfortunately there aren't wheelchair accessible RER or Metro stations near the Eiffel Tower, but bus #32 from Gare de l'Est to Trocadero is fully wheelchair accessible and Trocadero offers the best view of the Eiffel Tower.
From Gare du Nord to the Gare de l'Est #23 bus stop is about 10 minutes on the street. For wheelchairs, enter the bus by the rear door. The driver will extend a platform onto the sidewalk to allow you to roll straight on and park your self in the wheelchair area of the bus. There are ticket & pass validation machines all around the rear entrance to allow you to validate your ticket or pass.
